Countries which are wide apart as regards their fiscal policies or their industrial conditions suffer alike from this problemâ€"countries which have been recently assailable up for development and old countries with established civilisations are confronted with unemploymentâ€"though no interrogative sentence in many varying degrees of intensity. The factor which has made it specially urgent and pressing in these days is the world-wide hurly burly of trade, the undeniable sequence of the European war.
