1 Precautionary The government decided to look at the direct personal effects on the people living around the area of the Mackenzie valley Pipeline. In 1974, Jean Chretien asked Mr Justice Thomas Berger to head the Mackenzie vale demarcation inquiry, which became known as the Berger Commission. What this did is gave the people of the Northwest Territories a chance to tell the rest of the country how their land was saintly and had a large aboriginal background.
